  24. like to think that most of you folks will comment and edit this
  25. document to the point where each and every one of us will be proud to
  26. sign our _names_ to it. Please forgive me for adapting a consecrated
  27. public document for this venue, however I feel that this is the best
  28. adaptive vehicle for this statement.

  33.                    THE DECLARATION OF INDEPENDENCE FROM
  34.                     GOVERNMENTALLY IMPOSED CRYPTOGRAPHY
  35.                Proposed to Cypherpunks-at-large, May 20, 1993
  36.  
  37.     When, in the Course of human events, it becomes necessary for one
  38. people to disregard and challenge the communicative and neo-political
  39. bands which have connected them with their Government, and to assume
  40. among the powers of the earth, the separate and equal station to which
  41. the Laws of Nature and of Nature's God entitle them, a decent respect
  42. to the opinions of mankind requires that they should declare the causes
  43. which impel them to the opposition.
  44.     We hold these truths to be self-evident, that all Communications
  45. should be designed equally and, that they are endowed by their
  46. creators with certain unalienable technical aspects, that among these,
  47. are Privacy, Communications Liberalism, and the pursuit of Cryptographic
  48. Freedom.  That, to secure these rights to publicly available crypto,
  49. the Government which was once instituted among Men, and derived their
  50. just powers from the consent of the governed, that, whenever any Form
  51. of Government once became destructive of these ends, it was once the
  52. Right of the People to alter or to abolish it, and to institute new
  53. Government, laying its foundation on such principles, and organizing
  54. its powers in such form, as to them shall seem most likely to effect
  55. their Communications Safety and Happiness.  Prudence, indeed, will
  56. dictate that Governments long established, should not be changed for
  57. light and transient causes; and, accordingly, all experience hath shown,
  58. that mankind is more disposed to suffer, while evils are sufferable, than
  59. to right themselves by abolishing the forms to which they are accustomed.
  60. But, when a long train of abuses and usurpations, pursuing invariably the
  61. same Object, evidences a design to reduce them under absolute Despotism,
  62. it is their right, it is their duty, to throw off such Government
  63. abuses and to provide new Guards for their future communications
  64. security.--- Such has been the patient sufferance of these
  65. Cryptographic soldiers; and such is now the necessity which constrains
  66. them to attempt to alter their former Systems of Government.  The history
  67. of the present President of The United States of America is a brief
  68. history of repeated injuries and usurpations, all having in direct
  69. object the establishment of an absolute Tyranny and imposition over
  70. individual rights to communicative privacy.  To prove this, let Facts
  71. be submitted to a candid world.
  72.     He has implemented a policy which may possibly usurp the citizens
  73. privacy in electronic communications, which at least, will indeed
  74. submit private communications to unjust scrutiny under his agencies
  75. surveillance.
  76.     He has attempted to impose these standards without academic or
  77. public scrutiny.
  78.     We have not been wanting in attentions to our cryptographic
  79. practices; this is true. It does not, however, indicate that we are
  80. guilty of crimes of any sort.  We have alerted our governmental
  81. representatives, from time to time, of attempts made by their
  82. legislature to extend an unwarrantable jurisdiction over us.  We
  83. have reminded them of the circumstances of our professional and
  84. private idealisms.  We have appealed to their native justice and
  85. magnanimity, and we have conjured them by the ties of our common
  86. kindred to disavow these usurpations, which would inevitably interrupt
  87. our connections and correspondence.  They too have been deaf to the
  88. voice of justice and of consanguinity.  We must, therefore, acquiesce in
  89. the necessity, which denounces our united objection, and hold them, as
  90. we hold the rest of mankind, Enemies in War, in Peace Friends.
  91.     We, therefore, the Representatives of the Cryptographic partners
  92. resident in the computing networks and establishments, in General
  93. Consensus, Assembled, appealing to the legislative bodies of the
  94. United States of America for the rectitude of our intentions, do,
  95. in the Names, and by Authority of the good People of the Networks,
  96. solemnly publish and declare, That the computer community is, and of
  97. Right ought to be, Free and Independent of governmentally imposed
  98. cryptographic restrictions; that they are Absolved from all Allegiance
  99. to the proposals implemented by the National Security Agency, The
  100. National Institute of Standards and Technology and the Clipper
  101. purveyors by-and-large, and that all political connection between
  102. them and the United States of America, and ought to be, totally
  103. dissolved: and that, as Free and Independent communicators, they have
  104. absolute rights to private electronic communications without
  105. Governmentally imposed sanctions which may unethically submit their
  106. communications to Governmental scrutiny. And, for the support of this
  107. Declaration, with a firm reliance on the protection of divine
  108. Providence, we mutually pledge to each other our sacred Honor.
